HIV Leadership through Accountability programme

The HIV Leadership through Accountability programme, which ran for five years, from 2009 to 2013, was spear-headed by the Global Network of People Living with HIV (GNP+) and the World AIDS Campaign (WAC), and funded by the Department for International Development (DfID), to create evidence-based campaigning, advocacy and lobbying for and by people living with HIV. Research was carried out to inform and strengthen national, regional and international advocacy, and was implemented with a bottom-up approach, informed by community responses, and strengthened by South-South collaboration.

The programme involved 11 countries in total: nine countries in Africa (from Western, Eastern and Southern Africa and including two francophone countries) and an additional one each from Eastern Europe and Asia/Pacific. The countries where the programme was implemented were: Cameroon, Ethiopia, Indonesia, Kenya, Malawi, Moldova, Nigeria, Senegal, South Africa, Tanzania and Zambia.

The programme enabled national networks of people living with HIV to build a solid evidence-base about why it is crucial to achieve universal access and how this can happen in practice through the meaningful participation of people living with HIV. Examples of best practice and lessons learned were disseminated and coordinated by national networks of people living with HIV. The information gathered was used to inform national-level priorities and the delivery of HIV programmes with a focus on key issues, and to assist governments to deliver coordinated and effective responses to HIV and AIDS.

More importantly, it highlighted and built the unique role of civil society, including national networks of people living with HIV, in working with governments to plan, implement, monitor and evaluate programmes that contribute to realising targets for expanding access to HIV prevention, treatment, care and support without discrimination.
